In 2024, the volume of retail online imports in Russia reached 329 billion rubles, accounting for 2.94% of the domestic e-commerce market. The total number of orders slightly increased to 162 million, representing 2.47% of all e-commerce parcels in Russia.

Compared to 2023, the sales volume in monetary terms grew by 5%, while the number of orders increased by 4%. The average order value also rose slightly by 1%, reaching 1,955 rubles.

As in 2023, shipments from China dominated the B2C import market, accounting for 98% of total parcel volume.

Forecasts for 2025 suggest the market will continue growing, with retail online import volume expected to reach 404 billion rubles.

The structure of B2C import players has seen no major shifts, except for the increasing role of marketplaces. However, the regulatory environment has undergone noticeable changes.

Experts point to two key events in 2024:

  • The reduction of the duty-free threshold
  • Payment disruptions with China in spring and summer

These factors reshaped the pricing and product category structure of B2C imports and affected the overall volume for the year.

The B2C cross-border trade market is undergoing a complex period of transformation. While it continues to evolve, we anticipate moderate positive growth in the coming years largely dependent on changes in legislation and the broader geopolitical context.
